What each scheme covers and who runs it

GOTS, OEKO-TEX Standard 100 and Cradle to Cradle Certified answer different questions. GOTS asks whether a textile is organic and traceable. OEKO-TEX Standard 100 asks whether a finished article contains harmful substances. Cradle to Cradle Certified asks how a product performs across material health, circularity and social fairness.

GOTS is run by the Global Standard gemeinnützige GmbH, a nonprofit backed by four international organizations: the International Association Natural Textile Industry, the Soil Association, Oeko-Tex and the Textile Exchange. Accredited certification bodies audit farms, gins, spinners, knitters, dyers and finishers. The standard covers organic fiber content, chemical inputs, wastewater treatment and social criteria.

OEKO-TEX Standard 100 is run by the International Association for Research and Testing in the Field of Textile and Leather Ecology, known as OEKO-TEX. The association comprises 18 independent research and testing institutes in Europe and Japan.

Certification is product based: a finished article, or a component, is tested against a limit-value list and issued a certificate valid for one year.

Cradle to Cradle Certified is administered by the Cradle to Cradle Products Innovation Institute, a nonprofit based in the United States. The institute licenses independent assessors who evaluate products against the Cradle to Cradle Certified Product Standard. Levels run from Basic through Bronze, Silver, Gold and Platinum.

The schemes also differ in geographic reach. GOTS is a global standard with supply-chain audits in cotton-growing and processing countries. OEKO-TEX Standard 100 is applied to articles sold in many markets, including the United States.

For US sourcing staff, the practical difference is where each scheme sits in the supply chain. GOTS starts at the fiber and follows it through processing. OEKO-TEX Standard 100 starts at the finished article and tests it. Cradle to Cradle Certified starts with the product design and asks what happens to it after use.

A buyer who needs to substantiate an organic cotton claim should look at GOTS or the USDA organic rules. A buyer who needs to show a product is designed for circularity should look at Cradle to Cradle Certified.

GOTS scope, chain of custody and what it excludes

GOTS covers organic fiber content, chemical inputs, wastewater treatment and social criteria. It applies to textiles made from at least 70 percent certified organic fibers. The standard has two label grades: "organic" for products with at least 95 percent organic fibers, and "made with organic" for products with at least 70 percent.

Chain of custody is the core of GOTS. Every processor in the supply chain, from gin to finished product, must hold a valid GOTS scope certificate. Each shipment of certified material must be accompanied by a transaction certificate. The transaction certificate links the material to the certified operation and the quantity sold.

GOTS excludes several things. It does not certify synthetic fibers, unless they are part of a blend within the allowed percentage. It does not certify leather, although it covers some leather products under a separate scope. It does not cover energy use, circularity or end-of-life disposal.

GOTS also does not replace USDA organic certification for fiber. Organic cotton grown in the United States must be certified under the USDA organic regulations, which are administered by the Agricultural Marketing Service.

The organic regulations set the rules for organic crop production, handling and labeling. A GOTS certificate for a US-grown organic cotton product depends on a valid USDA organic certificate for the farm.

US buyers should understand that GOTS certification is not a government program. It is a private standard. The USDA organic seal is a government-backed label for agricultural products, and it can appear on fiber only if the product meets USDA rules.

GOTS certification is issued by accredited certification bodies, not by GOTS itself. A buyer should verify the certification body's accreditation and the scope certificate's validity. The GOTS public database allows buyers to check whether a supplier holds a valid scope certificate.

GOTS also requires annual audits. A scope certificate is valid for one year, and the certification body conducts an on-site audit before renewal. Transaction certificates are issued per shipment and are the documents that prove a specific batch of material is certified.

A common mistake is to accept a GOTS logo on a product without checking the transaction certificate. The logo alone does not prove the fiber is organic. The transaction certificate and the scope certificate together form the chain of custody. Without both, the claim is not substantiated.

For US buyers, GOTS is the strongest scheme for organic fiber content and chain of custody. It is also the most demanding in terms of documentation.

OEKO-TEX Standard 100 scope and limits

OEKO-TEX Standard 100 tests finished articles, or components, for harmful substances. The test covers substances that are prohibited or regulated, such as azo dyes, formaldehyde, heavy metals, pesticides and chlorinated phenols. It also covers substances that are not yet regulated but are considered harmful, such as certain plasticizers and organotin compounds.

The standard sets limit values for each substance. The limits are based on scientific criteria and are updated at least once a year. The test is conducted on the article as it will be used, including the materials and the accessories. A certificate is issued for the tested article and is valid for one year.

OEKO-TEX Standard 100 has four product classes. Product class I covers articles for babies and toddlers up to three years old. Product class II covers articles worn next to the skin. Product class III covers articles worn away from the skin. Product class IV covers furnishing and decoration materials. The limit values are strictest for product class I.

The standard does not cover fiber content. It does not certify that a product is organic, recycled or bio-based. It does not cover chain of custody. It does not cover social criteria or environmental management. It does not cover end-of-life disposal or circularity.

A common misunderstanding is that OEKO-TEX Standard 100 certifies a product as chemical-free. It does not. It certifies that the tested article meets the limit values for the substances on the test list. The test list is extensive, but it is not a guarantee that no harmful substance is present below the detection limit.

OEKO-TEX Standard 100 is often used as a baseline for chemical safety. Many US brands require it for all articles, including those made with organic fibers. It is also used to test trims, threads and buttons.

For US buyers, OEKO-TEX Standard 100 is useful for due diligence on chemical safety. It is not a substitute for GOTS when the claim is about organic fiber content. It is also not a substitute for Cradle to Cradle Certified when the claim is about circularity.

OEKO-TEX also offers other standards, such as STeP for sustainable textile production and Made in Green for traceable and tested products. These are separate from Standard 100 and should not be confused with it. A buyer who needs a broader sustainability claim should look at the specific OEKO-TEX standard that covers it.

Cradle to Cradle Certified scope and limits

Cradle to Cradle Certified is a product-level certification. It evaluates a product against five categories: material health, product circularity, clean air and climate protection, water and soil stewardship, and social fairness. Each category has a level, and the overall certification level is the lowest level achieved in any category.

The standard is administered by the Cradle to Cradle Products Innovation Institute. The institute licenses independent assessors who evaluate products and recommend a certification level. The certification is valid for two years, and the product must be re-certified after that period.

Material health is the category that most often concerns textile buyers. It requires the manufacturer to inventory all materials in the product and assess them for human and environmental health. The goal is to avoid substances of concern and to design products that can be safely cycled.

Product circularity covers the product's design for reuse, recycling or composting. It asks whether the product can be disassembled, whether materials can be recovered, and whether the product fits a circular system. This category is where Cradle to Cradle Certified differs most from GOTS and OEKO-TEX Standard 100.

Cradle to Cradle Certified does not certify organic fiber content. It does not require chain of custody in the same way GOTS does. It does not test every batch of finished articles for harmful substances. It does not replace OEKO-TEX Standard 100 for chemical safety testing.

A product can be Cradle to Cradle Certified at different levels. A Basic level means the product meets the minimum requirements. Bronze, Silver, Gold and Platinum require progressively higher performance. A buyer should check the specific level and the categories where the product scored.

The standard is used by manufacturers that want to show a product is designed for a circular economy. It is also used by brands that want to make claims about material health and recyclability. For US buyers, it is a useful complement to GOTS and OEKO-TEX Standard 100, but it is not a substitute for either.

Cradle to Cradle Certified products are listed in a public registry. A buyer can verify a product's certification level and validity. The registry also shows the assessor and the certification body. Buyers should check the registry before accepting a claim.

Where the three schemes overlap and where they do not

The three schemes overlap on chemical safety. GOTS restricts chemical inputs in processing. OEKO-TEX Standard 100 tests finished articles for harmful substances. US buyers should ensure the claim is specific, substantiated and not misleading. The FTC Green Guides provide the framework for environmental marketing claims in the United States.

The FTC Green Guides do not define bio-based, but they require that claims be truthful and not deceptive. A claim that a product is bio-based should specify which part is bio-based and in what amount. A general claim that a product is "eco-friendly" or "biodegradable" without qualification may be deceptive.

USDA BioPreferred Program is a federal program that identifies bio-based products. It sets minimum bio-based content requirements for product categories. A product that meets the requirements can use the USDA Certified Biobased Product label. The label shows the percentage of bio-based content.

The strongest approach is to combine certifications. A product can be GOTS certified for organic fiber content, OEKO-TEX Standard 100 certified for chemical safety, and Cradle to Cradle Certified for circularity. Each certificate supports a different part of the claim. The buyer should ensure the certificates cover the specific product and the specific claim.

US buyers should also check the supply chain. A certificate issued to a supplier does not automatically cover the buyer's product. The buyer should obtain a transaction certificate or a scope certificate that names the product or the supplier. The buyer should also verify that the certificate is valid and has not expired.

A worked example shows how this works. A US brand wants to sell a T-shirt made from organic cotton and dyed with bio-based dyes. The brand asks the supplier for a GOTS scope certificate for the garment factory and a transaction certificate for the cotton shipment.

It also asks for an OEKO-TEX Standard 100 certificate for the finished T-shirt, and a Cradle to Cradle Certified certificate for the dye.

The brand also checks the USDA organic certificate for the cotton farm and reviews the FTC Green Guides to ensure the marketing claim is specific and substantiated.

Documentation a US buyer should hold on file

US buyers should keep a file for each certified product. The file should include the scope certificate, the transaction certificate, the test report, the supplier declaration and the certification body's accreditation. The file should also include the product specification and the marketing claim.

The scope certificate shows the supplier's certification scope. It should name the facility and the products covered. The transaction certificate shows the specific shipment of certified material. It should link the material to the certified operation and the quantity sold.

The test report shows the results of the OEKO-TEX Standard 100 test. It should name the article tested and the limit values applied. The certificate should be valid for the current year.

The Cradle to Cradle Certified certificate shows the product's certification level and the categories assessed. It should be valid and listed in the public registry. The buyer should also keep the assessor's report if available.

The supplier declaration is a statement from the supplier that the material meets the claimed specification. It should be signed and dated. The buyer should keep it with the other documents.
